In Ukraine, surgical care is a critical yet often inaccessible component of the healthcare system—particularly in regions affected by ongoing conflict. With infrastructure strained by war and displacement, millions face disruptions in routine and emergency surgical services. According to the WHO, nearly half of health facilities in conflict-affected areas are either non-functional or only partially functional. For communities in rural and frontline zones, accessing safe surgery can mean traveling hours under unsafe conditions, with limited availability of trained specialists, operating theatres, and supplies. The war has not only deepened existing disparities but has made surgical care a distant reality for many—especially women, children, and the elderly. As Ukraine rebuilds its systems, integrating surgical equity into recovery plans must become a national priority—not a forgotten luxury.
In Ukraine, surgical care is often sidelined in public health priorities—perceived as specialized, expensive, and secondary to primary care. Most surgical services are concentrated in urban centers and tertiary hospitals, with limited integration into rural health systems and humanitarian response frameworks. The ongoing conflict has further fragmented access, exposing deep inequities in surgical infrastructure and workforce distribution.
We aim to shift this narrative by promoting global surgery—the integration of safe, timely, and affordable surgical care into the public health agenda. Through research, education, and advocacy, we work to build awareness, influence policy, and strengthen systems from the ground up. Starting with medical students and young professionals, we foster multidisciplinary collaboration through capacity-building programs, conferences, and field-based research.
With limited national data on surgical indicators, investing in global surgery research is essential for developing context-specific, evidence-based solutions that can guide Ukraine’s healthcare recovery and resilience.
InciSioN Ukraine is the Country National Working Group of the International Student Surgical Network (InciSioN) Global. InciSioN is an international non-profit organization that consists of medical students, residents and young doctors from all over the world who have come together to discuss, educate on, advocate for, and perform research in Global Surgery.
